I want to try to chatch those terrorist bastards, but it screems at me, cause the #### color code changed!

Hey Sega community. I lost this game eons ago, but I recently found a ISO of it, and it all started comeing back to me...except...I can't remember for the life of me when to change the #### color code. I'm ADHD and I have these blocks in my head. If anyone can help me out, tell me how to do it...
