Do you know if the game has any audio tracks? If you're certain that it doesn't, you can burn it with a cue sheet like this (obviously, you should change GAME.BIN to the real file name):

TRACK 01 MODE1/2352
INDEX 01 00:00:00
Cut and paste into Notepad, save the file with the extension .cue, and Bob's your uncle.
If the game *does* have audio tracks, however, there's no way you'll be able to burn it properly without the real cue sheet as this describes where one track ends and the next begins. You'll need to find out this information one way or another.
