    Weird problem

    I've tried it on two different TVs, and used different cables. It must be the VDP. Also, I know because they're just regular storebought NTSC games in a NTSC console.

    Sega CD not working

    I just got my Sega CD out of the closet and am having similar problems. The most likely reason is you're not using a Sega AC adaptor. it sounds weird, but universal adaptors don't have enough power. I am pretty sure it NEEDS 10v, even though the bottom of the Sega CD says its rated as 9.
