It's not possible without an expensive RGB - Component Convertor. Don't bother, just use RGB as it's better failing that, use s-video.

Some games slowdown no matter what the refresh rate - if there's alot happening on screen etc. The cpu cannot always handle what is being drawn on screen and slowsdown as a result.

You don't need a scart lead to display colour in 60hz, it will display on any tv in colour with any connection.
