Can I play CD-i with Saturn VCD Card ?

No, but i have heard that some DVD players can play the CD-i games though

I doubt DVD players would play CD-I games. What you probably heard is that they can play CD-I compatible VCD's. (Which is basically all of them as the CD-I software player has to be included on every VCD made to keep it in standard.)
