New to Game Development

Hello All

I'm very new to game development and I'm a huge fan of Sega Saturn. I wanted advice on all of the things you'd need to have a knowledge of to develop for Saturn and if you need an actual dev kid or if there's a way to emulate a Saturn Dev kit on Windows?

Again, I'm sure for people here, that might be a super easy answer, but I've always been more into hardware as opposed to software/programming when it came to electronics.

There's Jo Engine, which only requires a Windows (and maybe Linux?) PC, and it makes Saturn development a little easier, though it has a steep learning curve.
