Question about Saturn Development

As someone who has never even looked into Sega Saturn development, this may seem like a dumb question, but...

..Looking at some of the work done, I have begun to wonder whether or not there was ever an initiative to create a collection of libraries that could promote more re-usable code and more advanced projects.

If not, is this because:

1.) There just isn't enough support.

2.) The libraries provided are sufficient.

3.) No one is really interested enough or has the time.

From what I've been told, the Saturn was horribly difficult to program for.

Perhaps it could make sense to abstract much of those details in something similar to what STL gives for container classes, or MFC/Swing/etc gives for UI components so that it's more accessible.
