Video editng and conversions

I have some video files, I want to put them onto a DVD. My problem is that they are not at the most compliant DVD video size. Im using DVD lab to author this DVD and it allows me to use non standard sizes but says not all players will work. So what I wanted to do is maybe just find a program that can add black bars around the video to make it the compliant size.

I dont want to just convert the whole video because they are not wonderful quality so when I increase the size the quality will suffer alot.

Is there anything that does this automatically? Or do I need to do it manually with virtual dub or tmpenc?

Uhh.... if all you have to do is resize it, it shouldn't take that long. As I recall TMPGenc is pretty easy to work with for stuff like this.
