If I bought a US saturn modem and used it on my PAL machine (with 60Hz and region free switches) would it work? Even if I got some european software?

Whilst browsing the internet I came across a grandia 2 CD2, but I bought the PAL version and it only has 1 disc. Is this because I have a PAL version, CD2 is a scam, or has it something to do with being a copy?

If anyone has an official PAL dreamcast scart then I will be willing to offer up to £10. And are there PAL scart cables which can cope with those funny US games that don't work through many scart cables but do through the RF cable (timestalkers etc.)?
