A person by the name of 'Brian Provinciano' is working on (and has been sense late 2002/ early 2003) a remake of Grand Theft Auto III for the NES. Its being called 'Grand Theftendo', is is looking very promising. Cheack out his home page to read up on the projects history and the state of the project here.
