Try out the ipaq 2215 pocket pc. It's cheap and plays just about anything you throw at it. It also has a cf and sd slot.

Controls are basically non-existent for pocket pc's and palm devices. I just bought a tapwave zondiac 2 which is the best pda device for gaming out there at the moment. But it is palm based which does not have the emulation support as the pocket pc's have.
