Help!!! (Save the newbie)

Hey, I am a newbie. I was wondering how to tell if a game is PAL, NTSC J, or NTSC US/C after I have downloaded it. Will burned games from other regions work on a NTSC US/C Saturn? How do you play CDRs on a SEGA CD? I have many other questions. If you can, please contack me via:
