Pure 5v USB

Not sure to stash this in here or the technical forum, anyway, I'm going to buy a tototek genesis flashcart and flaser soon, and was going about my house today measuring voltages on usb ports. I'm not sure how, but I got anywhere from 13v on this box to 8v on my older 1800+. The flasher demands 5v, no more no less. I was wondering if anyone knew of a usb hub or the like and were 100% sure that it put out pure 5v usb goodness.
 
you gotta be measuring something wrong, cause 8-13V on the USB port would fry any USB device you connected to those ports.
 
Youre mesuring on a disconnected usb port.

If you connect a little resistor or a usb device, the voltage must go to 5V (or a other typical value).

Its a commont problem when you want to mesure adaptators-output-voltage...

I somewhat figured that, as I was measuring it with a cord that came with my printer, and instead of +5 gnd i used +5 and the outercasing which gave a voltage reading but probably not what devices used. However that doesn't explain why it would be such a wide range.
