Region patcher doesnt work :(

Sega Saturn Region Patcher SRP

I get this error:

Ive downloaded it a couple of times from the site and always the same. Can anyone suggest another patching tool? or how to fix this one?

Did you install the .net framework v1.1 ?

Yep, you need the .net framework v1.1 else you will get this error.

Oh, is those files are little "help me's"... heh, I always thought they was system files or some shit....
