It seems to be written in game basic. The site links to a LOT of freeware game basic programs for Saturn.

Sure the game basic can do many good things and you didn't see yet F-Zero and Sega Rally clone. I would add them to the game basic program but they need a little update to work with the game basic compiler we have.

About the tools, I think I have put all of them on the game basic page.
