do you have troubles installing latest version of mkisofs on windows 10, or you're trying to run some old version of mkisofs that only works on win2k? for macos i just installed latest one, and it works. The only Saturn specifics to follow: your binary should be the first file on the cd so use the name like 0.bin and just supply ip.bin with -generic-boot argument and a folder where your binary is (cd folder in the example below).
mkisofs -sysid "SEGA SATURN" -volid "game" -volset "game" -publisher "SEGA ENTERPRISES, LTD." -preparer "SEGA ENTERPRISES, LTD." -appid "game" -abstract "cd/ABS.TXT" -copyright "cd/CPY.TXT" -biblio "cd/BIB.TXT" -generic-boot IP_GNU.BIN -full-iso9660-filenames -iso-level 1 -sectype data -o game.iso cd
