Wallpaper Section Revamped!

I didnt really have concern for speed on the layout actually, I was more concerned with getting a decent script out. I'll add my usual template feature later on to make it pretty. Right now it uses basic tables and 1 graphic for logo. Although it does let the administrator use any overlay image they want for the thumbs.
