Action Replay question

I was wondering if you can play backup games i using a AR 4 in 1 without a mod. Here is the pic of the box. I dunno if you can tell from it or not but I'd like to get any imput on this before I buy one.

Also what if you just have a modded Saturn and no cart, what exactly will that do for you. I just recently got a hold of one and I'm not too keen on the "wonders" that is Saturn programing haha.

An Action Replay will do nothing for your pirated games. A modchip will let you run pirated games, nothing else.
