I recall having issues with GIMP converting to TGA but IrfanView worked. Assuming you are using 24-bit images: TGA, no compression, export bottom left. I believe that should work.

on Windows I mostly just use Paint, lol. But IrfanView is also excellent and supports way more file formats!
for animated sprites, Jo-Engine comes with a bunch of demos, including I'm pretty sure are some for animating sprites. in fact I just looked, and there's one called "demo - sprite animation" - I'd start there!
