How do you program an SG ProgramPad 2?

Anyone know how to program an SG ProgramPad 2 controller? Or have a manual handy? I picked one up at a goodwill. It seems to work all right. I can get all the pre-programmed moves to go and do the autofire and stuff. But I can't figure out how to actually program it. Whenever I press the Set button, or hold it, or press it along with other buttons, nothing seems to happen.
