Photo CD Operator

Can someone please explain for me what it actually is capable of?

I think it loads up a software capable of reading images in cds burned following the kodak's own photo cd specifications...

From a thread that appeared some time ago, it seems burning cds following that specs is the main problem... don't know much more...
