SoA Genesis Development Kit

Someone who I have been talking to on IRC has got hold of a Genesis Development Card. However, it is just a bare card without any software. Does anyone here have a copy official development kit software for it so he can write to it? Can anyone supply a link to where he can download it?

Specifically, he's after SEGALOAD.EXE and SEGADEV.EXE that were mentioned in the Sega Programming FAQ.

It is NOT the Psy-Q dev kit that is out and about.

Have you tried asking in Eidolon's Inn or on the Segadev mailing list? The Megadrive emulator authors (Steve Snake in particular) are probably the best people to ask.
