As emergency reserve, so you don't have to pull yer shorts up without having wiped first when someone else forgot to replace the roll. Amazingly, there's no lotion in the room, unless you count Neosporin and Benadryl creams. I think you're confusing me with your pal Cloud. 😉 :wanker

Bingo. Not everyone is that damned courteous, and how often do you check out the TP situation first, when you've got business to take care of?

As for the poll, overhand. The roll is usually pressed right against the wall, so underhand involves more work than wiping your ass ever should.
