It does not remove territory lock out. To bypass the counrty code you still need to get a cart (Action Replay or similar), install a country switch, or use Satconv on the games' iso or bin files before burning them.

it requires soldering, in some models very risky soldering (lifting of a pin of a surface mounted chip with 180 pins). it does not have any influence on the country protection, only on game speed. some games require one to get around timing problems.
