can u rip cd's without a cd burner?

Yeah, you can copy CDs with a standard CD-ROM drive to your Harddrive, but then you can't burn it.

thats ok. i can only burn on my dads laptop right now, so im on ftp's hogging iso's

but when i dont have the laptop, i will rip a bunch of games and upload them usin my pc

For the love of God, just please make sure the CD-ROM drive can rip good audio. 🙂 Not too many drives are famous for doing it well, unlike CDRW drives...

I can rip CDs without a burner and without a CD-ROM/DVD-ROM drive.
