It's not said anywhere that it's illegal. What's said by the Trading Standards officer basically amounts to "Oh damn, you mean we actually have to have a clue about copyright instead of telling people to blithely assume that all software is over-restricted proprietary crap? I don't think we can handle that."

Good point, I believe the blog I received the original link from used the word first, but placing blame somewhere else is always fun. Heh.
