It's hard to know from what you are telling us.
If it's just a .bin file on it's own, it could be just the data track. In that case you are missing an audio file, but it's just a very short track that won't effect gameplay.
If it's a .bin file and cue file, then you probably have the entire game (data and audio) but the audio is part of the .bin file.
A bin/cue set of files is usually a complete image of a CD.
