Not something on this list imo. Not that they're awful or anything. Probably Panzer Dragoon Zwei for me personally.
Of the list here I voted for Sega Rally. It's short but there's so much depth to the gameplay. Just doing time trials is a blast, shaving seconds off is so satisfying. You absolutely need the 3D or wheel controller for it to be the most fun though. The netlink edition has slightly better draw distance.
Having grown up loving the original genesis versions Sonic Jam just throws me off lol. I'm probably just being ocd. I know the ports are only slightly off but it just doesn't feel right. Sonic 2 especially I hear something with the sound and scrolling feels choppy. The 3d world part is the best part and a a neat diversion. Sonic R has weird controls, you can get used to them, but it feels weird. Other Kart racers on other systems at the time are better imo (maybe I shouldn't say that on this website lol). Fun music and good graphics though.
Daytona's got weak graphics but the gameplay is ported perfectly from the arcade. Not a bad trade-off for an early release. Fighters Megamix and Virtua Fighter are both a ton of fun. Megamix is more for casual fun and Virtua Fighter is more for competitive, precise 3d fighting. Astal is a solid 2D platformer with great graphics and sound. My only gripe is that annoyingly there's no saving, better have over an hour clear when you boot it up. Nights is great arcade action, chaining together high scores is challenging and fun.
But if you ask me there's lots of games in the running for best on the Saturn that are missing from this list. Virtua Fighter 2 should be here over Virtua Fighter for starters. You're missing essential exclusives like Die Hard Arcade, the 3 Panzer Dragoons, RPGs like Shining Force 3, Grandia and the Dragonforces, and a ton of shmups like Galactic Attack, Radiant Silvergun, Battle Garegga and Batsugun.
You're also missing multiplats. Plenty of people's favorite Saturn game is probably stuff like Tomb Raider, Powerslave, Resident Evil, Rayman, Castlevania SOTN or any of the Capcom fighters. Then there's more niche stuff that some people absolutely love that would get some votes on a site like this like Elevator Action Returns, Saturn Bomberman, Bulk Slash, Gungriffons, Psychic Killer Toromaru, both Dungeons and Dragons and just tons more shmups (Blast Wind, Thunderforces, Terra Diver, Darius Gaiden the list goes on forever lol). Arcade Ports? Virtua Cops, House of the Dead, Virtua On, Outrun, Space Harrier, Afterburner, fighters like Last Bronx Fighting Vipers and so on.
