That would be HavenCo. I think they're a bit optimistic about not being cut off, filtered or otherwise DoSed in various places, but they can probably claim to be the closest thing to a true "haven" for otherwise illegal data (Sealand laws prohibit child porn, and the AUP prohibits using the network for hacking/DoS and similar attacks, so it's not exactly anything-goes, but copyright certainly isn't a problem since Sealand is not a Berne signatory, though if the operator is known they can still be charged in their own country). The bandwidth is pretty expensive, which probably makes running a BitTorrent tracker there the closest thing to an ideal solution that actually exists today, but that still doesn't protect the major seeders from lawsuit threats. The network would be more resilient since the single point of failure would be protected better, but it would still be fairly vulnerable taken as a whole.
