It looks perfectly fine to me; I don't see what you find odd here.
Maybe you're thinking, because the game came in 12 rar files, there'd have to be an iso and 11 audio tracks? (sorry if I'm underestimating your IQ right now.)
Just go ahead...burn the bin/cue file...should work fine. (That is, if the iso track really is supposed to correspond to about 7 "minutes" of CD space. If your total download was somewhere around 75 to 100MB, then it should be right.)
A lot of Saturn games don't use CD audio for the in-game music, so the only audio track you'll find in such rips is usually a spoken copyright message, or a tune that plays only during the opening title/movie whereas the actual game uses synthesized music.
